The company was inspired by the insurance business experience of the founders, Lorraine Williams and Steve Orr. Observing a need for their services in San Luis Obispo County and on the Central Coast, the founders combined their experience and working relationship to offer comprehensive insurance services for personal, individual agent, and insurance agency needs.
Brief Owner Bio
Lorraine Williams, co-owner and founder, began her insurance career in 2014. As the primary back office support for life insurance agents, she quickly learned the intricate insurance details that are required to provide the high-level of support needed for agents and agencies to be successful. She is dedicated to helping new and seasoned agents be successful and provide quality support for their clients.
Steve Orr, co-owner and founder, has been in the insurance business since 1980 and built a P&C agency to over $50 million in premiums. Steve has created a unique agency support platform designed to enhance business and streamline operations for local Central Coast agent and agencies.
Agency Builder Services offers services to agents and agencies that will enhance their existing life insurance business or those who want to become an agent. Our support system includes but is not limited to quotes, training, back office support, access to carriers, top-level contracts with high commissions. We also have a Service Center available to help write business for Health and P&C (Property and Casualty).

Simon Lobo started Oaks Independent Insurance Solutions, Inc. in 2018. Simon has been licensed since 2005, and in 2015 earned his Certified Insurance Counselor Designation.

Shelli Maldonado has been in the insurance industry since 1994. She has worked on both the agency side and the underwriting side for a large insurance carrier in Southern California. She moved to Paso Robles in 1998 and has continued to work in the insurance industry, specializing in Contractors and Restaurants insurance. She has a strong work ethic and thrives on customer service and catering to her client’s needs.
